The Government in this issue teams up with the Kingpin to try to dump the gold into the ocean to save the world economy and clean up the city without causing public panic in a secret operation. Kingpin tries to double-cross the Pentagon, but Spider-Man intervenes to ensure the gold is properly dumped into the ocean.
